Action C.1 – Financial, Social and Environmental Assessment

Proposed starting and end date of action: 02/04/14-30/09/14
Actual starting and expected end date of action: 01/07/13*-30/11/14
Status: Completed

Description:

In this Action processing of the results recorded in the Actions B.1 and B.3 will be carried out and a financial, environmental and social assessment of the implementation of the project was administrated.

Action C.1 – Financial, Social and Environmental Assessment

Proposed starting and end date of action: 02/04/14-30/09/14

Actual starting and expected end date of action: 01/07/13*-30/11/14

Status: Completed

Methods Employed:

Environmental Assessment

This activity involved the carrying out of an environmental assessment presenting the cost/benefits achieved in the state of the environment targeted by the implementation of the best scenario (as demonstrated in Action B.3) for the utilization of quarry slurry in the production of bricks, clinker and cement. For each industry the best scenario is identified as the scenario which nears, equals or exceeds current product quality.

Data regarding the current quantities of quarry slurry produced, quarry slurry management and disposal procedures, environmental impacts, CO2 emissions etc. have been collected in Action B.1. Also similar data have been collected for the current operations of the clinker/cement and clay brick industries in the same Action.

Data regarding quarry slurry management and disposal procedures, environmental impacts, CO2 emissions etc. for the quarry, cement and brick industry during the demonstration activities have been collected during the implementation of Action B.3.

Financial Assessment/Social Assessment

Similar to the Environmental Assessment, during this activity data regarding the financial aspects of cement and brick production as well as quarry slurry management prior and during the demonstration activities has been compared. Data comparison has been carried out for a variety of costs and benefits such as labour costs, transport costs, electricity costs, fuel costs, environmental license/penalties costs, etc. A sensitivity analysis was carried out during the course of the financial assessment to demonstrate in more detail the results. A combined report on the cost/benefit financial analysis on various parameters as well as on the social impacts has been materialised.

*It is hereby noted, that although according to the proposal the starting date for Action C.1 was the 2nd of April 2014, during the External Monitoring visit meeting that was held on the 30th of January 2013, it was indicated that part of the activities foreseen for this Action will start earlier than proposed and will run simultaneously with Action B.3. The reason for this modification was to be able to monitor the environmental and financial parameters that would be assessed under Action C.1, during the implementation activities of Action B.3.
